-Fraud clime in Japan. It is completed style of fraud which takes chance on people’s emotion over their family members. Annual damage of this fraud is amounted to almost JPY30 billion. Typical pattern of this fraud is that con man calls old generation targets and shouts “It’s me, it’s me (Ore, Ore), Mom!” and tried to take money from them.

事の経緯:ある朝の一報から・・・
ある朝、自分は在宅ワークで自宅におり、妻は普段通りに会社に出かけていった。午前9時前くらいに妻からLINEが入る。妻の弟夫婦からメールが入り、義母が「オレオレ詐欺」に遭ったらしいとの情報。すぐに義弟の奥さんに電話をかけて情報を集約してまとめる。どうも次のような経緯らしいことが判明。
義弟の奥さんの話では、その日の朝、弟君が出勤した直後に義母さんから電話があり、「〇〇(弟の名前)は役所を辞めたの、今何をやってるの?」と聞かれる。訳の分からない問いかけに戸惑うも、詳しく理由を尋ねると実は前日に以下のような電話がかかってきたということが判明。
『お母さん、俺だよ!(義母:まあ、〇〇!)そう、そう〇〇だよ!俺ついに起業したんだよ、友達と一緒に始めたんだけど、その友達は親から300万円も援助してもらってるんだよ。俺だけ何も無かったら友達に顔向けできないよ!』
義母本人が言うには、〇〇君そのもののような声と話し方で少しも疑うことなく、それじゃあ百万円出してあげるよ、と約束。
『お母さん、ありがとう。俺精いっぱい頑張るよ。今日はこれから物件の契約に行かなきゃならないから、部下の××を代わりに行かせる、そいつに封筒を渡してくれないか。14:30に△△駅の前に来てよ。その際には近くのお菓子屋で饅頭を二つ買って、その商品の間にお金の入った封筒を挟んで持ってきて。』
もう実に絵に描いたようなオレオレ詐欺の手口!
突っ込みその1:
日頃から「オレオレ詐欺には気をつけろ」と会うたびに口を酸っぱくして言い含め、電話をかけていきなり「○○ちゃん」と呼びかけたらその度に「絶対に名前を教えちゃダメ!」と注意していたのに、実際に電話がかかってきたらいとも簡単に相手のシナリオに乗せられてしまう。これまでにもオレオレ詐欺の典型的な手口を教えて、「自分たち兄弟がお金をせびることは絶対にないからね、お金を要求したら100%詐欺だよ」とまで教えていたのに。歳をとるってこういうことなのか、とあまりに哀しい想いに捕らわれてしまう・・・
電話を終えた義母はそれでも一度は長女である妻の携帯に電話するが、この時にたまたま妻が電車の中で電話に出られず、20分後にかけ直した時にはすでに出かけた後(義母は携帯電話を持ち歩かない)。
実はこの時すでに義母は100万円を下ろすために郵便局に向かっていたらしい。義母は鎌倉に住んで50年以上、郵便局はいつも行きつけのところで窓口の方々とも顔なじみ。ここで義母は100万円を、“窓口の担当者から何も聞かれぬままあっさりと”引き下ろす。
突っ込みその2:
何十年もその郵便局に通って顔馴染みの80代の老人がいきなり「100万円下ろします」と言って、窓口でそのまま黙って現金を渡すだろうか!?多くの金融機関では大金を下ろす高齢者に窓口で注意を促し、オレオレ詐欺を未然に防いだ事例がいくつも報告されていると言うのに、この郵便局は金融機関としての社会的機能を欠いてはいないか?ここで名指しはしないけど、鎌倉市郊外のかつての「特定郵便局」の一つ。さらに衝撃的だったのは、我々が義母宅に駆け付け警察と共にこの窓口係の女性に電話をかけて「昨日の100万円はオレオレ詐欺犯に渡りました」と話した途端に、「まあ、やっぱり!」と叫んだこと。いや、おかしいと思ったらなぜその場で教えない!本人としては「まあ、とてもお気の毒に」と“同情する傍観者”を装っているが、金融機関の人間としてあまりに無責任が過ぎる!
義母は100万円入りの封筒を手にして犯人が指定した横浜近辺の私鉄駅に向かう。その駅前のセブンイレブンで指示通りにお菓子を買って、そのレジ袋の中に見えないように現金が入った封筒を挟み、指定のドラッグストアの前に立つ。(恐らく近くに停めた車の中から見張っていたのか)すぐにコートを着た男が近づいてきて義母に話しかける。「お母さんですか、僕は○○君の同僚です。今日は彼が物件の契約に行ってしまったので僕が代わりに受け取りに来ました。ちなみにこのことは彼から家族みんなに直接話したいと言っていたので、今日のことは絶対に誰にも言わないでね。」
お金を渡してそのままなにも疑うことなく鎌倉の自宅に帰宅した時には夕方に。ここでようやく妻と電話がつながるが、義母は詐欺犯に言われた通りに、特に何も用事は無かった、と何も話さず。そして翌朝になって少し落ち着いたのか、長男宅に電話をかける冒頭のシーンに至る。
鎌倉警察の驚くべき対応:検挙率維持のための“水際作戦”か?
長男の奥さんから連絡をもらった妻はすぐに鎌倉警察に電話し、刑事課の担当者に実家まで来てもらうよう算段したうえで、会社に休暇届を出し電車で鎌倉に向かう。自分は都内の自宅から車で鎌倉へ。妻の乗った東海道線は途中で遅延があり、自分の車が後15分で到着するというタイミングで警察から到着の報告。自分が到着した時にはすでに3名の警察官が義母と話をしていたわけだが、実はとんでもないことをやっていた!
刑事は鎌倉警察の捜査課のTG巡査長(かつて一世を風靡したジャニーズアイドルと同名、ここでは仮にゴトタク刑事と呼ぼう)、2名の制服警官は近所の派出所から来ていた。この警官3名が義母を取り囲んでやっていたことは、「被害届を出さないように」という説得だった!警官が言うには「何も物的証拠がない」、「詐欺犯(実際に金をとりに来た“受け子”)と実際に顔を合わせた義母だが、ほとんど人相を覚えていない」、などからどうせ犯人は捕まらないから被害届を出しても無駄、という俄かには信じがたいものだった。
50年以上も鎌倉に暮らし、もちろん警察にご迷惑をかけることもなく地道に税金を納め続けた末に、80代となって体力も判断力も衰えた老人となった義母が卑劣な詐欺犯罪の犠牲者になったと言うのに、救ってくれると思った警察は何としても面倒は抱え込みたくない、簡単に解決できる案件以外を受けると検挙率が下がるから被害届は受け取らない、という態度全開だなんて誰が想像しただろう。判断力が衰えた老人を大勢で取り囲んで、被害届を出すな、と圧力をかける警察は、詐欺グループよりもはるかに悪質に見えた。
もちろんこんなことは許せない。幸いなことに義母がタクシーに乗った時のレシートが残っており、タクシー会社名も下車時刻も記録されているし、駅前のセブンイレブンのレシートもあるので、犯行時刻はかなり正確に特定できるし、駅前のドラッグストア前で待ち合わせたのだから防犯カメラもふんだんにあったはず。捜査ができないなんてはずはない。単に面倒で効率が悪いだけ、と言うのが見え見え。
ゴトタク刑事はこちらが何を言っても、言葉尻をとらえては「それはそうなんですけどぉ・・・」を繰り返すばかりで、何の説得力もない。被害届を断ることは許さない、と強硬に押し切り、何とか被害届の受理は約束させた。
テレビでは数週間に一度はどこの局でも「警察24時」という類の番組を流す。もちろん「人々の生活を守る頼れる警察の姿」を広報するための番組だ。TV局としてもネタを無料で提供してくれて簡単に好奇心を満たす番組が作れるわけだから、お互いに持ちつ持たれつの関係だろう。世間一般の方々はこうした番組を見て、「ああ、警察の方々は頼りになる方ばかりで、私たちの安全な生活を守っていてくれる」という感想を抱くかもしれない。それこそが警察広報の狙いだろうが、実際の警察は雑務に追われてできるだけ面倒なことは引き受けたくない、どうせ捕まえられそうもない事案だったら検挙率を下げるだけ、と言わんばかりの現実を見せられた思いだ。検挙率の母数となる被害届は現場レベルでできるだけ受け取らないというスタンスは、予算削減のために生活保護を窓口でできる限り断るという役所の“水際作戦”を思い起させた。
悔いの残る一事:警察に頼るべきじゃなかった!
実はすでに事件が起こってから約7ヶ月、被害届は受理されたもののその後の警察からの報告は一切ありません。捜査も一体本当に行っているのかどうか知る術もなし。警察は弱者である市民が必ずしも頼れる相手ではなかったと思い知らされた事件。
蛇足だがこの時のことを思い出すにつけ、どうにも悔いの残ることがある。事件の手掛かりの一つとして、受け子が使った携帯電話の番号があった。義母が呼び出された時に、待ち合わせ場所近くから連絡するために犯人から教えられたもので、義母のメモ書きが残っていた。その場にいた刑事からは「危険なので決してこの番号にはかけたりしないでください」と言われて、捜査の邪魔になってはいけないと従ったが、どうせろくに捜査もしないだろう警察の言うことなんか聞く必要は無かった。もちろん犯罪に使ったものだから、プリペイド携帯か足のつかないもので、金を略取できた段階ですでにその番号は抹消されていただろう。しかし万が一のチャンスにかけて、その番号から受け子をもう一度おびき出すことができなかっただろうか。
『もしもし、これは○○君の携帯だよね。オレだよ、オレ、義理のお兄さんを忘れてしまったのかい。さっきお義母さんから聞いたんだけど遂に独立起業したんだって。起業を日頃から勧めていたのは俺だからすごく嬉しいよ。お義母さんは100万円援助したそうだけど、俺も当然同じだけは援助してやらなくちゃな。今日は仕事で鎌倉に来てるから、駅の裏に来てくれれば渡せるよ』
こんな形でおびき出して様子を見に来た仲間ともども捕まえる。もちろん電話番号は通じなくなっている恐れが強いし、こんな見え見えの罠に簡単にかかってくれるとも思えない。ただそれでも、あの時一瞬でも警察の言うことを信じて、為すべきことを為さなかったことが後悔されて仕方がないというのが正直な心情だ。
Here’s the story:One morning it happened suddenly
One morning, it happened so suddenly. I was working at home and my wife was going to her office and shortly before 9 o’clock she sent LINE message to me. Her brother’s wife informed her that her mother might have been trapped in “Ore Ore fraud”. I made a call on brother’s wife right away to gather information. Summarizing her story, something like below has happened.
She received a call from my wife’s mother asking, “Has ○○(brother’s name) quit the city office? What’s he doing now?”. She couldn’t figure out what Mom in law was saying, so she asked about details. Summarizing her rambling talk, what happened was just like below.
On previous day, Mom received the phone call like this:
“Hi Mom! It’s me, it’s me (In Japanese, Ore, ore)! (Mom:Oh, ○○) Yes, it’s ○○. I finally started my job. I’m doing it with my friend and his parents has aided him 3 million yen. I can’t save my face if you give me nothing.”
Mom had no doubt and said she would help 1 million yen then.
“Thank you very much indeed, Mom. I will do my best. Unfortunately I have to go out for important contract today. I will have my staff go to ×× station instead of me, can you pass the money to him? When you arrive in the station, please purchase 2 Manjus (Japanese sweets) at the shop and place the money envelope between them”
It is so typical way of Ore ore fraud!
Blemish point 1:
We, all of her kids, say time and time again “Be aware of Ore ore fraud” since she started living alone. And we also told her not to identify kids’ names when some stranger calls her like “ Oh, my sweet ○○!” almost every week. We explained her many case studies of fraud and told it must be nothing more than fraud if they demand money. However she was trapped so easily. Does it mean everybody becomes like this when he gets old? I really felt sad.
Mother in law tried to reach her eldest daughter (my wife) but she couldn’t take the call as she was in the train (it is social manner in Japan not to take the phone in public space). She called Mom 20 minutes later in vain, she was already out for withdrawing money from Post bank (she does not have mobile phone).
She was actually on the way to Post bank to withdraw JPY1 million. She has lived in Kamakura City for more than 50 years and people at Post bank counter are all familiar with her. And she withdrew JPY1 million “quite smoothly without being asked why by counter lady”.
Blemish point 2:
A lady above 80 years of familiar face for many decades visits Post bank saying “I need 1 million yen” and bank teller lady give cash without asking anything. Is it real? Nowadays all financial institutions are taking very proactive stance to prevent Ore ore fraud, and there are many cases which block fraud before withdrawing cash. Is this Post bank truly qualified as a Financial institution? I heard even more shocking word from this counter teller lady after the case. My wife called her with police officers to confirm what she did. Right after she heard about the case, she shouted “Oh, I had been afraid of this!” Although she pretended to be an innocent by-stander, it is no doubt she was essential person to invite this fraud.
Mother in law headed for the station near Yokohama with 1 million in her hand. She purchased sweets at convenience store and arrived at Drug Store as being instructed. (Maybe they watch her from a car parked) A man in coat approached her saying “You are ○○’s Mom, aren’t you? I’m his colleague and I will pass the money to him as he cannot come here due to important contract. Please don’t tell it anybody including your family members because he likes to explain by himself later.”
She handed the money “successfully” and came back home in the evening. My wife was finally successful to reach Mom. But Mom told nothing about money handing just as she was told so. Then next morning she has become a little bit calm and called his son. Then it leads to the scene in the beginning.
An impossible response by Kamakura Police: Is it “Shoreline operation” to maintain arrest rate?
As soon as my wife took the call from her brother’s home, she called Kamakura PD and arranged somebody visit Mom’s house from the police. Then she took day off to the office and headed for Kamakura by train. I headed there by car from my house. Due to small delay of the train, I arrived at Kamakura first. When I arrived, 3 police officers were already there and it looked they asked something her surrounding her. They were actually doing something extraordinary outrageous!
3 Police officers were 2 cops from nearest police box and a Detective from Kamakura Police Department, his name was Takuya Goto. These 3 officers were persuading her not to file Damage report! What they said were, “there is no legal evidence”, “Mom is the only one who saw the criminal, and she doesn’t clearly remember how he looked like”, and it is hardly possible to find the criminal, it might be sad for you if there was no progress after she filed Damage report. Can you believe this?
Mom had lived in Kamakura more than 5 years and kept paying tax all the time, of course without bothering Police Department. Now she gets old and physical fitness and judgement deteriorates. Such an old lady was trapped in despicable fraud crime. She must have believed that Police is her side to save her trouble. But they actually don’t want to have any trouble of difficult case. Once they accept Damage report, it might mean the deterioration of arrest rate. Who could believe such a Police stance? It was so ugly to see them surrounding old lady to force her to give up the Damage report, much worse than Fraud group.
Of course it is never acceptable. Very luckily, she still had taxi receipts which record taxi firm and get off time and receipt of convenience store which can fix the time of the crime. Moreover there are plenty of surveillance cameras around Drug store. It is totally nonsense to say there is no clue for investigation. It is clear that they don’t want any trouble and hard investigations.
Detective Goto never gave any clear answers and repeated meaningless excuses. I asserted it is never acceptable to refuse the Damage report and made him promise filing the damage report.
In Japan, you can see TV program like “Live Police 24 hours” every few weeks which appeals “Trustful Police who stands by and saves people’s peaceful lives”. This should be “Win-Win” program both for Police and TV stations as producers can have free exciting TV contents while Police can save their advertising costs. Most of the people might have a view like “Japanese cops are so reliable and they are keeping our lives safe”. Real cops are tied up with daily trivial duties and don’t want to accept any more troubles which are expected to be difficult. They don’t want anything to lower their arrest rate. It is often called “waterfront operation” when Social office refuses Livelifood protection at counter desk. Same operations are seen at Police Department as well.
My regrets:I shouldn’t trust on Police!
It is around 7th month after this has happened. Although we filed Damage report to Police, they never report anything after that. I have no idea if they actually commit investigation. Through this incident, I was convinced that Police is not always hero for the weaks.
It might be needless to say, but I have one big regret. A mobile telephone number was left to us. This number is the one the criminal told Mom to contact him from the meeting place. Detective Goto said not to call this number any more as it is risky to touch criminals. However now I know, Police doesn’t work for trivial fraud case like this. Of course it is very likely that this number was already cancelled right after the crime. But I could have a slight chance to decoy the criminal out saying;
“Hi, this is ○○’s phone, isn’t it? It’s me, it’s me, do you forget the brother in law? Your Mom just told me you have finally started your business. That’s really great! I had actually encouraged you to do that. Then I have to aid you at least same amount as Mom did. I just happen to be here in Kamakura. I can give you if you can come to the station”
My plan was to capture a “Ukeko(the criminal who actually receives money from the victim)” and fraud group altogether. Of course the telephone number was very likely already not working after the case was finished (successfully) and fraud group were not so easy guys to catch. But I still regret my stance to have believed in Police right after the incident and I must have made action by myself.
